How to get drier, fluffier vermicelli noodles?

Background: I'm trying to perfect my Vietnamese-style rice vermicelli bowl. There's something about my noodles that doesn't come close to what I get in restaurants. At my favourite takeout joint, the noodles are dry, light, and almost fluffy.

My technique: I bring water to a boil, turn off heat, steep the noodles for 2 minutes, then drain, rinse in cold water, and set aside.

Problem: The noodles end up soggy. I've tried air-drying them for while. I've also tried patting them down with paper towels. Nothing helps much. I don't feel like I have a problem with the noodles getting sticky β€” they do separate quite easily in my hands β€” and yet, in the bowl, they end up as this heavy, dense mass of noodles that don't mix with the ingredients. Other heavy ingredients such as fried tofu just end up at the bottom of the bowl instead of being entangled with the noodles. With my takeout orders, on the other hand, I'm able to easily mix everything.

Vietnamese person here - my mum made her usual Bun Bo Hue (Vietnamese beef noodles) which you may know are usually eaten with rice noodles/vermicelli. She cooked 2 kinds: thin vermicelli and thick vermicelli. However, I noticed that the thin variety she buys are usually often very white in colour, while the thicker ones sometimes have a brown/yellow tinge. Does anyone know if this means that they are bad?

Two questions about Vermicelli

So, it's my wife's birthday and she wanted me to make her some Arabic food. So I'm using my mom's old Kibbeh recipe, but I also wanted to make her Lebanese rice pilaf. I found two very similar recipes, here and here. Both recipes call for vermicelli, but before I get started I have two questions.

  1. If I don't have vermicelli, is there any reason why I couldn't use Angel Hair pasta instead? I have several packages of Angel Hair and every store around me has been plum out of all pasta for the last month or so.

  2. Now, technically, I do have Vermicelli- I found this package of "Roasted Vermicelli" in my cupboard. However, the package is all in Arabic (which I don't speak) and I can't tell what it means by "roasted". The recipes I found both require the vermicelli to be fried in oil, so should I still do that? Does "roasted" actually mean
