Are the meanings/origins of tartan patterns still widely understood and acknowledged in Scotland?

American here with a question about tartan patterns (or plaid as we call it here). Obviously in the US, outside of maybe niche cultural heritage groups, tartan patterns convey no meaning or group identity. I'm sure many if not most of the plaid patterns worn by Americans are completely made up.

I'm wondering if the situation in contemporary Scottish society is similar, or if all/most instances of tartan patterns still convey a specific heritage that's understood by the general Scottish public. Like, if you see a random person walking down the road wearing a tartan pattern piece of clothing, would you assume the wearer has a connection to that tartan's history, or would you think of it as a purely aesthetic fashion choice? Also, are most people familiar enough with traditional tartan patterns that they could quickly identify whether it's a "real" tartan or some contemporary contrivance?

Edit: Follow up question. Is there (or can you imagine) any particular tartan pattern or color scheme that's so bad/garish as to actually be offensive to Scottish sensibility?

Space force tartan?

For those who don't know a tartan is "a woolen cloth woven in one of several patterns of plaid, especially of a design associated with a particular Scottish clan. " (Oxford Language) The tartan can also apply to organizations and people its basically similar to how flags function.

Even though I know that none of the branches have officially adopted a tartan with (except the air force kind of). I wish we could use earth rise (pictured below) for space force but it's copyrighted and is a restricted tartan. Seems like the place to ask if anyone is looking at designing one and whatnot since this place seems perfect for unofficial designs for Space Force.

The Tartan Class USV will be the first Unmanned Combat Vessel to enter service in the California Navy; utilizing Swarm AI, the Tartan will specialize in ASW Operations, with secondary operations in minehunting and Anti Surface Operations. The design will be comparable to Missile Boats, both in size and capability. Operating the vessel will be far cheaper than previous vessels and serve considerably more time at sea. It will also be far more protected than most vessels of its size, and with no space required for the crew, power generation and combat systems can use far more of the ship. Stealth, RAM Missiles, and Laser CIWS all take up critical parts of the vessel's protection.
