Refunds are offered on a semi random 'good will' basis (as many of you have experienced), and there is no existing agreement about them with publishers.
CDPR made the statement to come across as doing the right thing, knowing that there is no agreement in place and is now backtracking stating that publisher rules apply. This is not rocket science or a mystery and CDPRs legal team knows full well what rules apply in their contract with Sony and Microsoft regardless of what they write on Twitter.
Please upvote so we can track the refund situation for everyone and post any replies from CDPRs refund mailbox here if you receive them.

Update #2: Sony has caved in and has pulled Cyberpunk 2077 from the PS4 store and is now offering refunds to all digital purchases of the game!
For past 2 years CD Red have been pretty much trying to create a narrative that all decisions they were making regarding Cyberpunk were made to make the perfect game.
At some point during the development of the game they probably decided to just drop 3rd person cutscenes. Perhaps it has something to do with hiring Keanu Reeves, but the fact is, its easier to just make the players sit on a couch and watch a npc talking for 10 minutes, instead of making a 10 minutes long cutscene. In fact Cyberpunk has very few cutscenes, most of the story is told through scripted first person gameplay, like in Skyrim or Fallout 4 or REVII.
Its pretty common for games to change many concepts through development cycle, but they probably felt they needed to give this excuse because in that 2018 demo the 3rd person cutscenes was a big part of the "wow" factor, and many players would be upset if the final product didn't feature the same cutscenes, so they came up with this perfect excuse: we are cutting a feature, but to make the game better.
Months ago they came with the most ridiculous pr talk of all: Cyberpunk was shorter than W3 because many people complained W3 was too long and never completed the game. Really? I never saw anything complaining W3 was too long, this was never a common complain about that game. It was exactly the opposite, W3 was known for being a huge game and most of the content wasn't meaningless grinding, instead there was tons os great side quests, and even the smallest ones had some great writing and storytelling. Another PR talk. At this point its clear the game was planned to be a bit longer, specially in the prologue, and they were just running out of time, and had to cut corners here as well.
its quite baffling most people believe in that pr talk in first place, when they never made sense. The fact those pr pieces were successful is probably the reason why they released the game at this state. In past months they tried to create this narrative: well, this game now is a next-gen game. They probably thought this would work this time as well, because before the release, when people were concerned about the performance on current gen machines, people usually would say: "eh, Xbox One and PS4 are 7 years old hardware, what do you expect? Cyberpunk is a next gen game".

Here are some (disorganized) memories I wanted to share to kick things off.
When I worked there, women had to wear pantyhose or nylons with their skirts and dresses. I almost never followed this rule and no one had the balls to ever approach me about it. However, I did see some disapproving glances at my legs on more than one occasion.
Men and women cannot be alone together. For obvious reasons, this causes a huge disadvantage to any woman hoping for a career at the church. Any meetings with a man and woman required a third person be present.
Story time: once a week we had devotional downstairs in the Joseph Smith Memorial building. My colleague in the cubical next to me was an overweight man in his 60βs. I was 23 and freshly married. He was literally in the same age bracket as my grandparents. One time I asked him if he wanted to walk down to devotional with me and he frantically ran around the office looking for another person to walk with us so we wouldnβt walk alone together. He acted like I was a heathen woman who he couldnβt be seen alone with (blame the bare legs with no nylons). I wrote in my personal blog about this (remember blogs?) and within hours was messaged by multiple female colleagues in the office telling me to take it down immediately. I was a) disturbed that they were watching me so closely and b) annoyed that they felt they had a right to dictate what I write about and do in my personal time. No one could point me toward any written policy that said I wasnβt allowed to write about my experiences.
One time Elder Ballard was due for a visit to the office. I was asked by, not one, but TWO senior level individuals to hide the Diet Coke can on my desk. I said no.
This was the year Natalie Cole sang with the Mormon Tabernacle Choir for their annual Christmas concert. The PR department got photos from Natalie to design the advertising poster and they straight up photoshopped sleeves onto her sleeveless dress.
Conference talks are always billed as something that is prayed about and inspired. Insert massive eye roll. The PR department gets all of the conference talks before hand and edits them. By the time you hear it at conference it has been through a number of hands and edits. In my opinion, the talks were often better before the PR department messed with them.

Which already do not place a service such as Google Stadia (where you have to pay full price for a game you donβt own along with paying for subscriptions to use games you payed full price for) in a good light.
Especially when Google uses vague terms such as βmay deleteβ in their Terms of Service. Thatβs not friendly consumer terminology in the singular context of Google Stadia. In this case, there is no burden of proof that they will hold your digital product perpetually in Google Stadia.

Along with a database of titles of TV shows, music, movies, cartoons, anime, et cetera that was/is being thrown into Oblivion because of copyright and licensing wars.
Well abruptly, Figment outright deleted and purged the entire website and wanted the user base to move to one of their new websites.
Thankfully I had backups on a huge percentage of content but that was one of my first experiences with putting trust in a corporations cloud storage.
Going back to Googleβs new Cloud Storage TOS and Google Stadia, do you agree/disagree with me? Thoughts?

Google Stadia originally had a mandatory subscription when it first came out. Not anymore.
Title says it all. I hope they don't just brush off the criticism and hate for Zhongli's current state. Zhongli being too weak isn't just a waste of a financial thing (if you got him as a F2P then that's awesome) but also the time wasted on grinding for materials to make him stronger. I don't mean to sound as someone hating on a country but I hope they don't just censor everything ( like mainland China does ) about Zhongli because that would be really bad, especially dedicated Chinese players that whaled for him.
I want to make Zhongli effective, I really do but his current state doesn't synergize well with each other and him being marketed as a tank dps like Noelle ( showing his cool spear in the reveal and its effects scream dps and it's made just for him ) but changing their minds to be a full support midway isn't helping either.
Edit: I'm really sad about this because seeing his talents made me say, "oh his scaling is bad at level 1 but they should improve greatly when I level them right?". His meteor is a burst nuke but that's his only saving grace but by the time he can fully recharge his burst and goes off of cooldown, other dps characters would've dealt the same damage over time in total just like the meteor did.
Edit 2: Criticizing Zhongli for being bad DOES NOT MEAN I HATE THE CHARACTER, PLEASE DON'T MISREAD THIS AS HATE OVER HIM. I FUCKING LOVE ZHONGLI MAN, he's the reason why I spent my guaranteed feature character pity and bought primogems just to get him instantly.

My gf does some recreational powerlifting for fun. She recently got a squat pr of 335 lbs. She had done it in the lifting gym she goes to. Itβs not a womenβs only gym but they market themselves a lot towards women and they have way more women than a typical gym. They kinda go heavy on marketing themselves as a feminist gym and the gyms ig is very feminist heavy as well. Kinda cringey imo but whatever. I was there that day doing strength and conditioning training for mma so I decided to spot her when she went for his pr. A little group of her gym friends(mostly women) were watching her and cheering her on. Gf gets the pr and is jumping in celebration. Iβm happy for my gf so I give her a little schmack in that big, powerful behind of hers. Gf is likeβOh you.β and hit me lightly on the arm.
Well one of the women watching walks up to my gf and congratulated her. Then this lady turns to me and saysβThanks for ruining the video btw.β Iβm confused and ask her what she means. She says they were gonna post this on the gyms ig but canβt now because of the spank on the ass. Says that itβs not a good look for this women heavy gym to have a lady hit a big pr and then immediately be sexualized by a man like that. That sounds ridiculous to me and I tell her it sounds ridiculous. She says I wonβt understand because Iβm not a women. I turn to my gf for support and sheβs likeβHmm sheβs gotta point tbh...β I kinda throw my hands up in frustration and just go away. Meet up with gf when we are leaving and she tells me they are just gonna do a weird edit so that it shows her completing the lift and celebrating but without the booty slsp from me. But my gf looks at me and kinda slyly asksβSo why did you feel the need to sexualize me right after I I accomplished something important to me huh?β I just tell her I was just showing appreciation to her butt, which is where the strength came from to lift that weight. We didnβt really talk about this little event after this but itβs left a bad taste in my mouth. I was made out to be an asshole when I thought I did nothing wrong. Was I actually an asshole?
