I live in a condo that I own, it's a townhouse but zoned as a condo. I have an HOA that I pay ~$600 for.
This HOA has a history of fucking people around. For reference, they towed my car in March, admitted wrongdoing in writing, and still won't reimburse me. I'm going to be filing a lawsuit in small claims court for that. Here's the thread for reference:

They've towed just about everyone in the community for one reason or another. They never give notice of an issue, they just snatch your car. They towed a sitting state court judge without justification, so apparently no one is above their bullshit. I had a chance to speak with him about it and he wasn't happy.
Anyway, I've washed my cars in the common area right next to my townhouse for the past 3 years. So have my neighbors, and they've also done so in other common areas using the tap outside the building. I use my own hose and nozzle that I paid for out of my own pocket. My neighbors use the same nozzle. My neigboors alway say hi when I'm out there, we chat about my cars, they make stupid dad jokes about "hey can you wash mine next? huehuehuehuehue". It's a nice weekend outdoor activity that I enjoy.
My apartment is not metered and I don't pay a water bill. All water usage in the community is assessed through a common HOA fee.
This morning, I walk outside and my hose and nozzle are gone, and the spigot is padlocked. What kind of passive-aggressive bullshit is this????!?? Moreover, ONLY the one I use is padlocked. The other ones are left open, including ones that other residents regularly use.
Obviously there are some questions about who has the right to use that water, and for what. Whatever. I think I'm entitled to, given the way water bills are assessed. Some may argue differently.
I don't think I'm violating any other rules or common decency. NOTHING in the HOA rules says anything about not being able to wash your car, or use the spigots, etc. People use those spigots for washing cars, watering plants, etc. etc. etc.
