TBH I'm not from here and I am completely culture shocked at how LA is handling homelessness compared to any other major city in the US. I get the argument: It's expensive in LA and ppl have nowhere to go. But why doesn't LA at least keep the streets clean when it comes to trash that build around encampments? And how is it okay to build huge tent/tarp encampments on public sidewalks when it's illegal to block the sidewalks?
I'm sincerely perplexed at the current state of this city.
On my way to the Top of the World, as Iβm climbing the mountain in my path I came across a Blood Eagle encampment, around 7 or so Blood Eagles. I was running low on ammo as it was and had no tinker bench near me, and not knowing what Iβd encounter at the Top, I wanted to conserve. So I snuck past their camp and just 30 feet away I see a Deathclaw in my way. I canβt scale the mountains any higher so getting past this Deathclaw was the only way to continue my journey. So I back it up and hide myself behind a rock just above the Eagle camp and take out my sniper. I shoot just once at the Deathclaw and hit it, enough to get me from [Hidden] to [Caution]. Immediately after shooting I duck, and as I hear this beast running towards my direction I start hearing gunshots. My plan worked and the Deathclaw diverted its course from me to them and destroyed 6 of the 7 raiders before being killed itself, the sole survivor of the camp was on such little health that one gun bash did him in. Probably the slickest thing Iβve pulled in this game.

At approximately 3:00 pm PST, a body was found at Pan Pacific Park, at 3rd and Burnside in Los Angeles, California. The circumstances of discovery, like many other details pertaining to the case, remain scant. What has been made public is that the deceased was found dressed with various layers of clothing, a common trend amongst unhoused individuals. Articles of clothing found on the body included the following:
The ensuing autopsy was able to gather more information about the individual, concluding that the body belonged to a person who was Assigned Female At Birth (AFAB), estimated to be between 40 and 65 years old, stood about 5β2β to 5β5β (157 to 165 cm), and weighed 110 to 125 pounds (49.9 to 56.7kg). No cause or manner of death is known, but the person was believed to have died about four days prior to discovery.
Though NamUs deemed the condition of the remains as βnot recognizableβ, a connection was drawn to an arrest taken on March 21st, 2008. A search for what charges the person was brought up on yielded no results. From this brush with law enforcement, officials were able to not only release two images of the deceased in life, but also a name-- a rarity amongst unidentified person cases.
The two images-- standard profile and right-facing side profile mugshot angles-- show the individual with a snub, right-leaning nose; hazel-brown eyes; a flushed skin complexion; and greying dark hair in a short cut with slightly shaved sides. A blemish under the right corner of the mouth and a scar along the left side of the jawline are also apparent in the photos. Even from the two varying angles, the personβs disinterested glare is discernible.

City Staff have developed a new process and link on our City website where anyone can report NON-emergency Homelessness and/or Encampment Cleanup requests (not to be used in cases of an emergency β please still call 9-1-1 for those). It is located under βHow Do Iβ and then βReportβ and then by clicking the βEncampment/Homelessnessβ button (I have attached a picture of the page for reference).
This will then take the user to the reporting form that is supplied by our software provider βSalesforceβ. Once in the form, the user will be prompted to fill in pertinent information that is needed for proper response. After they submit the form, the software interfaces with our City system to then direct the request to either the Environmental Services Division for encampment cleanup needs, or to the Housing and Human Services Division for homeless services needs. Staff will then respond to all reports, prioritizing urgency according to City protocol and involving other departments and/or service providers as needed. The system will then maintain a database of all reports that will allow for better overall tracking and help serve as an important coordination resource, centralizing staffsβ efforts from possibly several different areas into one location to enhance response efficiency.
