Since Bungie’s war on auto reloading elements in the game, the Rally barricade has seen a huge usage decline in both PvE and PvP. You can make a case for it in niche scenarios in PvE but it’s dead in PvP especially with the functionality of the Citan’s Ramparts.
Fear not though because Bungie has been sitting on the answer for years: GUERRILLA FIGHTER
Guerrilla Fighter was a D1 perk that activated when you were behind waist-high cover. The perk was seldom seen because it was incredibly hard to find structures in PvE and PvP that were waist level. It gave a number of benefits:
• Accuracy: 15-20% recoil reduction
• Handling: 40-50% increase in ADS speed
• Damage Resistance: 20% damage reduction
In PvE, this could allow things like firing line weapons to have more functionality as not only do you get the boost to reload but you gain the recoil reduction and ADS to help make landing shots easier. While in PvP, this give titans just a bit more tankiness. Before you jump on me for giving titans more tankiness, hear me out. This wouldn’t prevent you from killing them with a well placed sniper or slug headshot when they are behind their barricade nor is it as spammable as its other 20% damage reduction counterpart in shatterdive.
I think this could really add a bit more functionality to Rally barricades and save them from the current graveyard they are in.

AoE attacks constantly finding their way around it, uneven ground making you having to double or even triple cast just to pop the thing, slow summon time (Like Rift) makes it useless in a pinch, and when you're pushed from it, AI boss units can use it as cover.
I really wish Bungie would let it negate attacks from AI instead of just blocking them and give it a faster placement speed. Also if a boss unit walks into the barricade, it should explode like a grenade dealing damage to them.
Also show Rift some love too.
Bonus: All storefronts in the area are shuttered, curtains drawn on windows, and all electronic billboards are covered except for the largest one. Does one enormous Samara emerge to face the tens of thousands of tourists?
So, I bought some VTC. It took me a few hours to figure it out but I ended up paying some massive fees and some VTC in my cold storage. (YMMV, I needed an extra step for BTC, and also the headache of signing up for Bittrex for this coin only)
So, it's hard to buy, hard to sell, and takes quite a while to have an appreciable amount by mining.
I really like VTC. The whole concept is appealing. I'm not sure why there has been stagnation but I think the opportunity for VTC leaders to step up is at hand. I'll be HODLing for a while in the meantime...
