How to sue the Babylonian government for my language learning expenses?

Like, if they didn't build that stupid Tower of Babel a couple millennia ago, the world would still speak the same language and I wouldn't have to spend my hard-earned cash on Duolingoβ„’ Plus to communicate with my fellow humans.

From what I have learned about the law by watching Judge Judy, this is called a "tort" under US law, and since I'm a US citizen, the Babylonian government is subject to US law in its interactions with me. As such, I am able to sue them to recover all damages ($6.99/month) I have suffered due to their negligent actions.

Now I need help with the actual process of suing them. Every lawyer I've visited said I didn't have a case and refused to help me (after taking my consultation fee 😠), so I'm going to represent myself in court. Can somebody tell me where to start? Where should I file charges? How do I file evidence? What does the inside of a courtroom look like? What are the magic words I should say to make the judge rule in my favor?

3 starting techs Mathematics (3 district) Iron working (let's say you are unlucky) Stirrups, Castle, Banking, Scientific Theory (let's say behind on civics) Education, Printing, Astronomy (let's say not building science/universities) 12/51 (I think?)

I know there will be occasional bottlenecks (also if you are not near the sea +5) where you have to use research on things and it's essentially a waste. But if you add spies stealing, focusing on religion/culture to fire civics, research agreements, conquering cities with science buildings, great scientists etc. You could actually do it in less.

That's before we even start talking about the other unique elements.
