Figured this out on my current play through (doing 1h and 2h axes with javelins and shield) due to playing practice fights.
One of the options at 75 throwing is to increase your projectile speed by 25%. I thought, sure, this will make it easier to hit spears and increase range. It’s also a significant damage increase due to how speed bonus works.
Then I did a practice fight in Vlandia and got a crossbow. Normally, they do around 80 damage with a chest shot. With the perk, I was getting 100+ damage and one shotting with chest shots.
It turns out the perk works for bows and crossbows too. Significant range and damage increase. Only real con is that you will need to re learn your aim; the arrows and bolts consistently go above the crosshairs even around 100 meters.
Before I start, I wish to say that I know Starfleet wasn't designed to be a military however, in universe, from mid 22nd century all the way to the 32nd century it as served as earths or the federations military. Starfleet's personnel have acted as the federations solders in every war since the Romulan war of the 22nd century. So for sake of ease I will use or imply the term Military.
After re-watching ST:ENT season 3, I have had the realisation that the Xindi mission and the subsequent events are the reason Starfleet became the primary if not only military type service for Earth and later the Federation.
See before this mission United Earth views Starfleet as solely a exploration service akin to our NASA or ESA. I gather this because 1 Starfleet seems very 'underfunded' and underequipped. We see only 4 ships under Starfleet control including the NX01. It takes Starfleet about 3 years to make the NX02.
Moreover Admiral Forest says the following to Archer just before Enterprise leaves for the expanse.
>"How will you cope having military types on board".
This, combined with the fact that Starfleet doesn't have all the best Earth technology or training and that 1 Starfleet vessel is considered inconsequential to earths defence suggests that Starfleet is a underequipped, somewhat unimportant service.
Also we Know at this time Earth has has numerous military services. For example, Military Assault Command Operations (M.A.C.O) and The Royal Navy. If Britain kept its Navy I'm sure other Navies and armies exist.
Also numerous times the Vulcans imply that Enterprise's mission is a signal that earth is joining the interstellar community, also in season 4 when the Vulcan government changes they say Earth is now standing on its own. I would infer that the Vulcans were protecting Earth until Enterprise's launch as a kind of protectorate.
So come the Romulan war why does the defence of Earth, and later the federation, fall entirely to Starfleet?
I believe it was Enterprise's mission into the expanse.
See during this mission not only did Enterprise; save Earth and the prevent war with the Xindi. They also Explored a region of space the Vulcans believed impassable proving themselves to the Vulcan High Command. They also befriended and earnt the respect of a Andorian crew. More than this the MACOs were able to train the Starfleet crew to a higher standard than they ever expected from explorers.
